I am torn because i love The sound of the name and I love that it has meaning for us, but there so many names that begin with [name_f]El[/name_f] and make the nickname [name_f]Elle[/name_f] that are popular right now…
Also having a hard time finding a middle that works. [name_u]Eloise[/name_u] is another option, but still the same issue really.

It seems to me that [name_f]Juliet[/name_f] and [name_f]Elle[/name_f]/[name_f]Ellie[/name_f] are your strongest contenders. I agree that Jukiet [name_u]James[/name_u] doesn’t really work, nor does [name_f]Juliet[/name_f] [name_f]Elle[/name_f]. [name_f]Juliet[/name_f] [name_f]Elise[/name_f] coukd be a nice way to still honor [name_f]Elle[/name_f] though!
As for [name_f]Elle[/name_f]/[name_f]Ellie[/name_f] in the first spot, I think [name_f]Ellie[/name_f] [name_u]James[/name_u] is terrific and I wouldn’t be to bothered with the popularity. While [name_f]Lila[/name_f] isn’t as popular, I would still consider it a popular name, [name_f]Ellie[/name_f] [name_u]James[/name_u] and [name_f]Lila[/name_f] [name_u]Grey[/name_u] feel well matched.
In other words I would put this between [name_f]Juliet[/name_f] [name_f]Elise[/name_f] and [name_f]Ellie[/name_f] [name_u]James[/name_u]. Both work for all of the practical reasons, so in terms of the final decision, go with the heart.
Helena James nn Leni/Lenny (I absolutely adore Leni but for me Lila and Leni potentially too cute for me on their own. Leni might evoke old man with last name, though not definitely so and probably less now than ever before with the four letter L trend see below.)
Leni Sophia/Caroline/Charlotte/Rose (think Lenny makes it too masculine with last, but Leni or Lenni doesn’t.*)

Thumbs down to Frankie esp with your last name but also because I don’t think it’s a great name as an adult. I far prefer Frances or Francine with Franny, Francy and Frankie as nn options. And Lucy is too popular and for me too close in look to - but also just that little bit different in style from - Lila.
Most of above have an El sound in there to honour your friend. Obviously Elle or Ellie more direct - I just don’t warm to either names as stand-alone firsts and I just don’t love the sound of Ellie.
*Leni is my preferred spelling but it can be pronounced closer to Lainie in some Euro contexts. That wouldn’t bother me as both great!
From your list I definitely think [name_f]Juliet[/name_f] is the right choice. I think [name_f]Elle[/name_f]/[name_f]Ellie[/name_f] is a cute choice but seems more like a nickname for [name_f]Lila[/name_f] than a sister for her. I actually think [name_f]Juliet[/name_f] [name_u]James[/name_u] sounds nice, the only repeating sound is the J’s. Loads of people have names like that (Bilbo Baggins, [name_f]Lena[/name_f] [name_m]Luther[/name_m], [name_u]Lex[/name_u] [name_m]Luther[/name_m], [name_u]Ruby[/name_u] [name_f]Rose[/name_f], [name_m]Peter[/name_m] [name_u]Parker[/name_u]). I also like the parallels between [name_f]Lila[/name_f] [name_u]Grey[/name_u] and [name_f]Juliet[/name_f] [name_u]James[/name_u] (femine first name and more masculine middle). However, with your emphasis on using [name_f]Elle[/name_f], I think [name_f]Juliet[/name_f] [name_f]Elise[/name_f] is the best way to do that. It flows well and doesnt seem to be like [name_f]Lila[/name_f] like just [name_f]Elle[/name_f]. Looove [name_f]Juliet[/name_f], amazing choices!

I think [name_f]Juliet[/name_f] [name_f]Elise[/name_f] is a lovely choice which also honours your friend but [name_f]Juliet[/name_f] [name_f]Elle[/name_f] works too. [name_u]Rae[/name_u] is very close to [name_u]Grey[/name_u] but you could also look at it as a nice connection between the two sisters.

My first thought was that you’ve already found the perfect name from reading your list.
[name_f]Ellie[/name_f] [name_u]James[/name_u] jumps out off the page to me, and with [name_f]Lila[/name_f] [name_u]Grey[/name_u] I think it’s totally the right choice.
The only other option that comes to mind, that I think tops [name_f]Ellie[/name_f], is [name_f]Ellen[/name_f]. But maybe thats because it’s one of my favorite names!!
[name_f]Ellen[/name_f] is less popular than [name_f]Ellie[/name_f] and [name_f]Lila[/name_f]. It honors your friend [name_f]Elle[/name_f] but also gives your daughter a name in her own right and that needed individuality. It also still offers [name_f]Ellie[/name_f] as a nick name.
[name_f]Ellen[/name_f] (and [name_f]Ellie[/name_f]) means bright shining light, offering a perfect pairing with sister [name_f]Lila[/name_f]'s meaning of night.
With a middle like [name_u]James[/name_u] I don’t think she will get lost in the sea of [name_f]El[/name_f] names at all.
