It is spunky, cute, normally spelled the same, although in the 1800’s it had been spelled [name_f]Phebe[/name_f]. Where the “o” came from I 've no clue.
I would say [name_f]Phoebe[/name_f] makes me think of [name_f]Josephine[/name_f], and she happens to be on your list.

Someone on the forum a while back liked the name Franqueline for her daughter-not sure if that was the final choice. [name_u]Frankie[/name_u] is cute too.
[name_m]Franklin[/name_m] is usable although many on here would not like to see it on a girl, but it is an old-fashioned choice.
