I voted for [name_f]Gwen[/name_f] because I think it has the same sweetness as [name_f]Isla[/name_f]. [name_f]Jane[/name_f] was my second choice.
If you’re looking for other suggestions, I knew an [name_f]Isla[/name_f] whose younger sister was [name_f]Ava[/name_f], which I think is a very sweet sibset.
Other suggestions:
Your three choices are all among my favorite names. I think [name_f]Gwen[/name_f] is about as perfect a sister name as can be, but all three are lovely names. [name_f]Louisa[/name_f] would be my last choice just because it feels a little too similar, even though the “s” is pronounced in [name_f]Louisa[/name_f] but not [name_f]Isla[/name_f].
I love [name_f]Isla[/name_f] and [name_f]Gwen[/name_f]. I even like the [name_u]Gwynne[/name_u] spelling.
[name_f]Louisa[/name_f] would be my last pick as well as it feels too similar in sound and not similar enough in style.
[name_f]Isla[/name_f] and [name_f]Gwen[/name_f]! [name_f]Jane[/name_f] is pretty too but could sound old fashioned with [name_f]Isla[/name_f] and [name_f]Louisa[/name_f] and [name_f]Isla[/name_f] sound too similar.
I would choose [name_f]Gwen[/name_f] from your list. [name_f]Jane[/name_f] & [name_f]Louisa[/name_f] are too “boring” to pair with the more exotic [name_f]Isla[/name_f].
[name_f]Isla[/name_f] & [name_f]Gwen[/name_f]
