We are still working on our name list, but one of my fav girl names has always been [name]Brooklyn[/name]. My concern is that our last name is “Copp”. I worry people will think city/police. Would you think this? Or am I totally over-analyzing?

I would definitely think this.
When it comes to first name/surname combos you sometimes have to let a name go because of sound or meaning. This might be one of them.
