they are both best friends

Blonde, beautiful, strong lawyer-type : my first thought was [name]Harriet[/name]. Out of your options I would pick [name]Rebecca[/name] or maybe [name]Rachel[/name].
[name]Black[/name]-haired, pretty and out-spoken : [name]Rowan[/name] or [name]Liv[/name].

It would probably be better not to use two R names, because it might confuse the reader, and so I shall christen them [name]Rebecca[/name]/[name]Harriet[/name] and [name]Liv[/name].
