[name_f]Coraline[/name_f] seems to fit the bill. A classic-sounding name that has an arresting charm and also is terribly underused. And it definitely has flair!

[name_f]Mirabel[/name_f] has definite charm. It means “wonderful” (no relation to [name_f]Mary[/name_f]) and it’s unexpected and quirky. The flair is toned down by the established and familiar -bel ending.
[name_f]Genevieve[/name_f] - Now this name hits a sweet spot, I think. [name_f]Genevieve[/name_f] has been spotted in the [name_f]Madeline[/name_f] books and has come to be a respectable [name_m]French[/name_m] import. It’s extremely accessible and comes with a myriad of built in nicknames (and no, it doesn’t have to be [name_f]Jenny[/name_f]!). [name_f]Genevieve[/name_f] has southern charm in my opinion, with its lilting sound and lively syllables.
[name_f]Clarissa[/name_f] is clear and bright. This would work on anyone hailing from any part of the USA. It’s got a common name [name_f]Claire[/name_f] built into it, but the -issa ending makes it original again.
In fact, I can think of quite a few C names that fit your criteria…
[name_f]Cecily[/name_f] and [name_f]Celia[/name_f] have a delicate antique patina that just shine in today’s modern light. [name_f]Cecily[/name_f] has more fire and spark than [name_f]Celia[/name_f], but [name_f]Celia[/name_f] has a profound sweetness. Both are time-tested classics.
[name_f]Emmeline[/name_f] is absolutely appealing. It’s so fun to write out in cursive and it sounds warm and melodious and stylish. I wouldn’t call [name_f]Emmeline[/name_f] a classic (it’s more like a rediscovered vintage gem!). But to me it fits the rest of your criteria.
[name_f]Adelaide[/name_f] is a name I’ve always had a crush on. It’s perfect for a southern baby and charming enough to stand out from the rest.

[name_f]Susanna[/name_f] / [name_f]Susannah[/name_f] - This name hasn’t been on the top 1000 in decades. Yet it is so recognizable, not weird at all, and what I would consider a great classic. It shares sound similarities to the raging hit [name_f]Savannah[/name_f] which is name that has serious southern connotations. [name_f]Susannah[/name_f] seems like the perfect blend of classic, unexpected, charming, southern, and easygoing.
