It kind of depends on what time period your book is set in e.g. present day Vs 1950s.

But in general for [name_f]British[/name_f] “upper class” names, I would suggest looking at birth announcements from the Telegraph newspaper.

For [name_u]France[/name_u] - Google “prénoms BCBG”.
