My favourites are - [name]Penelope[/name], [name]Sophia[/name] (but this one is just TOO popular for me!), [name]Cora[/name], [name]Amelia[/name] and [name]Scarlett[/name].
[name]Violet[/name], [name]Ruby[/name], [name]Ella[/name] and [name]Claire[/name] do nothing for me, though I know I will likely be on my own with that as most people love those names lol.
I can also see the charm in [name]Emma[/name], [name]Ava[/name] and [name]Josephine[/name] but they wouldn’t be my first picks. [name]Emma[/name] is a little plain, [name]Ava[/name] a little too popular and [name]Josephine[/name] a little stuffy for my taste.
So in order I’d choose:
[name]Penelope[/name] (it’s actually on my list!)
[name]Scarlett[/name]
[name]Cora[/name]
[name]Amelia[/name]
I really like all of the names on your list, except for [name]Josephine[/name], [name]Scarlett[/name], and [name]Penelope[/name]. [name]Josephine[/name] is just too rough, in my opinion; I hear “joseph” very strongly with “ine” sort of as an afterthought to feminize it, which makes the name sound overall, well, masculine. [name]Scarlett[/name] has a lot of odd associations to me, from the blood color to the ‘scarlet letter’ imagery to the celebrity [name]Scarlett[/name] Johansen. Plus, the sounds are very harsh - especially the scar part (on the other hand, I think [name]Charlotte[/name] is just wonderful!). I can definitely see the appeal of [name]Penelope[/name], but it feels like a bit much somehow - more like a character than a real live person.
[name]Ella[/name] and [name]Ruby[/name] feel a bit too frivolous and nicknamey, so I would probably take these off the list, and choose one of the more classic names instead.
While they’re all relatively popular, and you say you don’t mind popularity, [name]Emma[/name] and [name]Sophia[/name] are, in my opinion, still just too overly popular in a way that really takes away from their charm. [name]Emma[/name] is already starting to feel dated, as it descends from megapopularity, and it’s gotten to the point where when told someone named their child [name]Sophia[/name], it’s all I can do not to say “of course.”
I love them all, and would have a hard time choosing among them! I think it really depends on the precise feel you’re going for: [name]Ava[/name] and [name]Violet[/name] feel more bold and glamorous, while [name]Amelia[/name] and [name]Cora[/name] feel more warm and sweet. [name]Claire[/name] is the most elegant, thouh perhaps also the most aloof.
