Between the two, [name_f]Chloe[/name_f] fits more naturally with your other daughters, but I can’t honestly say I find it a pleasantly appealing name. Perhaps [name_f]Ivy[/name_f], [name_f]Edie[/name_f], [name_u]Romy[/name_u], [name_f]Heidi[/name_f]?
Would you consider [name_u]Jo[/name_u], [name_u]Josie[/name_u], [name_f]Joanna[/name_f], or [name_u]Joan[/name_u]? Those would fit nicely with the sibling names.
I prefer [name_f]Chloe[/name_f] of the two, both individually, as well as with sisters [name_f]Molly[/name_f] & [name_f]Lucy[/name_f]. I don’t think the triple -EE endings are too much myself.
I like [name_f]Chloe[/name_f] a lot more than [name_f]Joelle[/name_f] (a lot) and it also fits better with [name_f]Lucy[/name_f] and [name_f]Molly[/name_f].
I like [name_f]Joelle[/name_f] better for you. [name_f]Lucy[/name_f] and [name_f]Molly[/name_f] already feel a bit vintage and I think [name_f]Joelle[/name_f] fits in with that perfectly. [name_f]Chloe[/name_f] sounds much more modern.
I love the name [name_f]Chloe[/name_f] and wouldn’t worry about people using it for pets. That gets my vote.
