[name_f]Emmeline[/name_f], [name_f]Emma[/name_f], and [name_f]Emily[/name_f] has been vetoed.
[name_f]Emilia[/name_f] is on the table but I just don’t know if it is the one.
For obvious ways to get to [name_f]Emme[/name_f]/[name_f]Emmy[/name_f] I like -
[name_f]Emeraude[/name_f], [name_f]Emmanuelle[/name_f], [name_f]Emerald[/name_f], [name_u]Ember[/name_u] & [name_f]Embeth[/name_f].
If you stretched a little I could also see [name_f]Boheme[/name_f], [name_f]Clementine[/name_f] and maybe [name_f]Temperance[/name_f] working although they are a different style to [name_f]Emmy[/name_f]/[name_f]Emilia[/name_f]. Also maybe something like [name_f]Maisy[/name_f] [name_f]Elizabeth[/name_f] nn M.E?
I do think [name_f]Emilia[/name_f] is very pretty and [name_f]Emme[/name_f] is nice alone too!
For what it’s worth, I think [name_f]Emme[/name_f] could be a standalone name.

Another way you could get to [name_f]Emmy[/name_f]/[name_f]Emme[/name_f] is through the initials M.E. so using names on your list, [name_f]Maeve[/name_f] [name_f]Emilia[/name_f] nn M.E./[name_f]Emmy[/name_f], [name_f]Maren[/name_f] [name_f]Elena[/name_f] nn [name_f]Emmy[/name_f], or I think [name_f]Mary[/name_f] [name_f]Elizabeth[/name_f] nn [name_f]Emmy[/name_f] is reasonably common.
If you don’t like any of the [name_f]Em[/name_f]- names, maybe try for ME as initials and call her [name_f]Emmy[/name_f]/[name_f]Emme[/name_f]?
If [name_f]Emma[/name_f], [name_f]Emily[/name_f] and [name_f]Emmeline[/name_f] are rejected because of popularity, this might be a way to get there.
I know an [name_f]Emmie[/name_f] who is just [name_f]Emmie[/name_f] and I think it works just fine by itself (I do think the spelling [name_f]Emme[/name_f] looks more like a standalone name though). If not, I think names with the initials ME will work (like people have suggested), but my favourite longer version for [name_f]Emme[/name_f]/[name_f]Emmy[/name_f] is [name_f]Emilia[/name_f].
