I would pair [name_u]Luca[/name_u] [name_u]Flynn[/name_u]/[name_u]James[/name_u] with [name_m]Jasper[/name_m] [name_u]Rhys[/name_u], which would definitely be my favorite sibset from your options. [name_u]Luca[/name_u] and [name_m]Jasper[/name_m] are really great names that work well together. 
My second favorite pair would be [name_m]Theodore[/name_m] and [name_u]Quincy[/name_u], though it’s possible some people might think you really like US presidents.
I love Amaro [name_u]Cruz[/name_u] and [name_u]Luca[/name_u] [name_u]Flynn[/name_u] together!

But your style seems to vary so it would depend on what you’re leaning towards.

I love the name [name_m]Theodore[/name_m], but I didn’t choose it as one of my two, because there wasn’t a twin name that I loved for it. I think [name_u]Luca[/name_u] and [name_m]Jasper[/name_m] make incredible twin names. They are both distinctive, strong, and energetic, but in their own way. They are names that go together and yet stand out. I chose [name_u]Luca[/name_u] [name_u]Flynn[/name_u], because I liked [name_u]Flynn[/name_u] better with [name_m]Jasper[/name_m]'s middle name of [name_u]Rhys[/name_u].

You have some great choices. I ended up voting [name_m]Theodore[/name_m] and [name_u]Quincy[/name_u], but I also really like [name_m]Jasper[/name_m] and [name_u]Luca[/name_u]. I also think [name_u]Quincy[/name_u] and [name_m]Jasper[/name_m], [name_m]Theodore[/name_m] and [name_u]Luca[/name_u], or [name_m]Theodore[/name_m] and [name_m]Jasper[/name_m] would all make good pairs.
I think I’m drawn to the slightly more mainstream/common choices in your list, but among the more rare names [name_u]Abiah[/name_u] is really nice. I had to look up the pronunciation, and it looks like it’s likely [name_m]Ah[/name_m]-[name_u]BAY[/name_u]-ah, which is nice, but I wonder if it would often be mispronounced (incidentally it sounds the same as the garment “abaya,” but I don’t know if that would ever come up for you/him). I also looked up Amaro, which I like based on the sound, but I saw that while it is a [name_m]Saint[/name_m]'s name, the meaning is apparently “bitter” and it’s also the name of a liqueur–I wouldn’t want to use it myself based on that. [name_m]Israel[/name_m] feels a bit too loaded with religious and geographic associations for me personally, but I know it’s also a religiously significant name with a long tradition of use and I love the nickname Iz/[name_u]Izzy[/name_u] (I’d go for [name_m]Isidore[/name_m] instead, myself). The only name on your list I don’t care for is [name_m]Saxon[/name_m]. I just think Anglo-[name_m]Saxon[/name_m] when I hear it, and I do wonder about teasing potential, too.
