While I think that [name]Noe[/name] (no-ay) [name]Emmanuel[/name] (eh-man-yoo-el) works, [name]Noe[/name] (no-ay) [name]Emmanuel[/name] (ay-man-yoo-el) doesn’t flow very well to me because of the back-to-back AY sounds you mentioned. When I say it out loud, I hear “no-ay-ay manuel.” I think [name]Emmanuel[/name] is really handsome though!

[name]Noe[/name] [name]Ilan[/name] Berclaz flows very well and has a nice meaning as well (restful or peaceful tree)
