I absolutely adore the girls’ name [name_f]Noa[/name_f], but I am looking at longer and more feminine full names to use [name_f]Noa[/name_f] and Noie/Noey/[name_m]Noe[/name_m] as nicknames. I love the sound of Noabel, yet I know this is not a ‘proper’ name and I’m not sure using a modern invented name is the best idea … but I do love the idea of Noabel or Noabelle. Other names I’m considering are:
[name_f]Niobe[/name_f] - in [name_f]England[/name_f], most pronounce this ny-oh-bee. It does not begin with NO, but I do enjoy the sound of it.
[name_f]Noa[/name_f] is such a cute name/nickname, and I completely get your desire to have a longer name to be shortened to it.
From your list, my personal favorites are [name_f]Nova[/name_f], [name_f]Noemi[/name_f] & [name_u]Nori[/name_u]. They’re lovely names with a distinctive feel to them, yet they don’t come across as too outlandish; and all could be shortened to [name_f]Noa[/name_f] while still being great names on their own.
[name_f]Nomi[/name_f] - this one makes me think of the film 90s Showgirls? Not one of my favorites from you’re list if I’m honest, but I’m not totally against it, I just think others are better.
Personally, I feel modern invented names can definitely be carried off! Sometimes it depends on the middle name placed alongside it (although for me, this depends on the name itself). I think Noabel is a very distinctive and sweet sounding name, but I like the ‘Noabelle’ spelling more. If you love the sound, then I say go for it!
[name_f]Noelle[/name_f] - might be seen as a little too Christmassy for some, but I like the softness to it’s sound!
[name_f]Noura[/name_f]/[name_f]Norah[/name_f] - could be seen as a little old-fashioned, but I feel a different spelling can bring new life to an older option?
[name_f]Noor[/name_f] - while the sound is a little short, I just find it very elegant!
I like [name_f]Noemi[/name_f] and [name_f]Noelle[/name_f], the rest just don’t appeal to me possibly due to unfamiliarity but also because there’s something harsh to me about the [name_f]Noa[/name_f] sound.
I like [name_f]Noemi[/name_f], [name_f]Nova[/name_f] & [name_f]Novalie[/name_f]. Noebel isn’t my taste but I don’t mind the sound and it wouldn’t be out of place in today’s world. I would also suggest Noelie and [name_f]Noelani[/name_f]

I dislike Noabel primarily because the intended pronunciation is difficult to ascertain. It looks like it could be a creative spelling of “[name_m]Noble[/name_m]”.
[name_f]Novalie[/name_f] used to be on my favorites list, but I also think pronunciation is too difficult at the end. I would be tempted to change it to Novalee to make pronunciation more obvious.
[name_u]Love[/name_u] [name_f]Nova[/name_f] and [name_f]Novalie[/name_f]. I prefer the spelling Noabelle.
Modern invented names are on the up I think. Much more better than more boring overused names for sure!! I think noabel is very usable and I think it’s pretty.
In Noabel I read “no able” for this reason I would prefer Noabelle. From your list I also like [name_f]Niobe[/name_f] for it uniqueness and [name_f]Nomi[/name_f] for its meaning.
