Personally I see [name_f]Philippa[/name_f] as more down to earth and [name_f]Penelope[/name_f] as fun and whimsical.
I prefer [name_f]Philippa[/name_f], pronounced [name_m]Philip[/name_m]-puh, as it’s beautiful, strong and uncommon, but [name_f]Penelope[/name_f] is also very nice.
[name_f]Pippa[/name_f] is a perfect nickname for [name_f]Philippa[/name_f], and so it [name_m]Pip[/name_m]. But I’m not so sure about [name_f]Pippa[/name_f] for [name_f]Penelope[/name_f], but I guess it works alright.
As for middle names for [name_f]Phillipa[/name_f], I think of something short but bright and cheery.
[name_f]Philippa[/name_f]. It is less common and is the natural formal name for [name_f]Pippa[/name_f] (which I love!). I pronounce it phil-i- puh.
I also pronounce it [name_u]Phil[/name_u]-i-puh and that’s the only way I’ve ever heard it said. I much prefer this over [name_f]Penelope[/name_f]. I always thought [name_f]Penelope[/name_f] had an unattractive sound to it and it’s also not very appealing to look at.

Definitely [name_f]Philippa[/name_f]. I pronounce it phil-i-puh too. 
I am personally not a fan if phillipa (I would say phil-i-puh) but love [name_f]Pippa[/name_f]. I really like [name_f]Penelope[/name_f] but am unsure about [name_f]Pippa[/name_f] as a nn for [name_f]Penelope[/name_f]. Dependant on your last name what about going with [name_f]Pippa[/name_f] [name_f]Penelope[/name_f]? Otherwise if you do go for [name_f]Phillipa[/name_f] or [name_f]Penelope[/name_f], I would go for a short one syllable middle such as [name_f]Mae[/name_f].
I don’t personally like either name, but I much prefer [name_f]Philippa[/name_f] to [name_f]Penelope[/name_f] mostly because I love the nickname [name_m]Pip[/name_m]. I would pronounce [name_f]Philippa[/name_f] as [name_m]Philip[/name_m]-puh. Fuh-LEEP-puh is closer to the variant [name_f]Filipa[/name_f] to me. I like both names with classic middles like [name_f]Jane[/name_f], [name_f]Grace[/name_f], and [name_f]Mary[/name_f], but they are seen as fillers nowadays.
[name_f]Philippa[/name_f] all the way! [name_u]Love[/name_u] it. Especially the nickname [name_f]Pippa[/name_f].

[name_f]Penelope[/name_f]. I like the Greek feel of it, and the story of [name_f]Penelope[/name_f]'s devotion to [name_m]Odysseus[/name_m]. [name_f]Philippa[/name_f] is nice, but I can never get behind it 100%. I adore the nn [name_f]Pippi[/name_f] for both, though. And [name_f]Pippa[/name_f]'s pretty close, and really adorable. 
I prefer [name_f]Penelope[/name_f]. I don’t care much for [name_f]Philippa[/name_f], but that may be because I don’t like [name_m]Philip[/name_m] much.
Another vote for [name_f]Philippa[/name_f]… I know quite a few “[name_f]Penelope[/name_f] but we call her [name_u]Penny[/name_u]”'s, and I think [name_f]Philippa[/name_f] nn [name_f]Pippa[/name_f] sounds really fresh.
My Dog is Called [name_f]Penelope[/name_f] and she is a lovely happy joyful soul so i think of her when i see the name [name_f]Penelope[/name_f], happy.
[name_f]Philippa[/name_f] is also a lovely name but think how you like the pronunciation.
You could look at celebs with those names, make sure your child would get a name that is not reminding you of bad people or things.
You could call a [name_f]Penelope[/name_f] [name_u]Penny[/name_u], [name_u]Pen[/name_u] and lots more cute, pretty names.
I personally like [name_f]Penelope[/name_f] better.

While I like them both, [name_f]Penelope[/name_f] is getting more popular, so I’d go with [name_f]Philippa[/name_f] ([name_m]Philip[/name_m]-puh) with [name_f]Pippa[/name_f] as a cute nn. I knew some sisters named [name_f]Philippa[/name_f] and [name_f]Louisa[/name_f] and always thought this was a great sibset. Something classic as a mn-- [name_f]Philippa[/name_f] [name_f]Claire[/name_f], [name_f]Philippa[/name_f] [name_f]Lenore[/name_f], [name_f]Philippa[/name_f] [name_f]Margaret[/name_f], [name_f]Philippa[/name_f] [name_f]Beatrice[/name_f], etc. all work well. I could also see something more modern-- [name_f]Philippa[/name_f] [name_u]Wren[/name_u], [name_f]Philippa[/name_f] [name_u]Rowan[/name_u], [name_f]Philippa[/name_f] [name_u]Gray[/name_u], [name_f]Philippa[/name_f] [name_f]Snow[/name_f], or [name_f]Philippa[/name_f] [name_f]Nieve[/name_f] too.
I dislike both [name_f]Phillipa[/name_f] pronounciations but think [name_f]Pippa[/name_f] is great. My favorite nickname for [name_f]Penelope[/name_f] is [name_f]Nell[/name_f]. I don’t think you can make a mistake with either of those nicknames, and both names are long enough that they’ll almost assuredly be shortened by someone.

Based on that you would probably expect me to choose [name_f]Penelope[/name_f] but honestly I don’t think [name_f]Pippa[/name_f] particualy works as a nickname for [name_f]Penelope[/name_f]. So I’d choose [name_f]Philippa[/name_f].
However, I’d actually choose to use [name_f]Pippa[/name_f] as a full name instead of [name_f]Philippa[/name_f] nn [name_f]Pippa[/name_f].
I’ve only ever heard Phillippa prn [name_m]Philip[/name_m]-puh. I live in the UK and it’s fairly common here.

I vastly prefer [name_f]Penelope[/name_f], [name_f]Phillipa[/name_f] seems very fusty and frumpy. It just isn’t at all pretty to me.
