luna and aurora.
From your list I choose [name]Cleo[/name]. [name]Luna[/name] & [name]Cleo[/name] are beautiful together and I like that their meanings are so different.
To me [name]Phoebe[/name] & [name]Aurora[/name] are a little too on theme for a sister named [name]Luna[/name].
[name]Luna[/name] & [name]Aurora[/name]! I adore both names, and I love that they are sisters in roman mythology. [name]Moon[/name] & [name]Dawn[/name], gorgeous!
[name]Luna[/name] and [name]Aurora[/name] were simply meant to be paired together, I’m convinced of it!
When I first saw the names, I was going to choose [name]Aurora[/name]. But when I read that big sister was [name]Luna[/name], I changed to [name]Phoebe[/name]. [name]Luna[/name] and [name]Aurora[/name] seemed a little theme-y to me (which is fine if that’s why you like it), and I personally think [name]Phoebe[/name] sounds slightly better with [name]Luna[/name]. Either would be great though 
[name]Luna[/name] and [name]Cleo[/name], but I do prefer [name]Aurora[/name] in general.

[name]Luna[/name] & [name]Aurora[/name] gets my vote. [name]Luna[/name] & [name]Phoebe[/name] come close in second place.
I [name]LOVE[/name] [name]Aurora[/name] and it would be GREAT with [name]Luna[/name]. [name]Aurora[/name] means “[name]Dawn[/name]” and [name]Luna[/name] means “[name]Moon[/name].” Great sibset.
I’m sticking with [name]Phoebe[/name]. I just think the contrast is so perfect between [name]Phoebe[/name] and [name]Luna[/name]!
You still get to keep somewhat of a theme but each girl gets her own individual vowel sound, they end in different letters, and each name is a different length… (I really do like [name]Cleo[/name] too, but I am not sure how I feel about both being 4-letter names).
[name]Aurora[/name] is a name I’ve always thought was pretty in theory/meaning, but always seemed a little indulgent as a real name (only my opinion!) I think that’s probably because of the Disney princess association, even though it is an established name it still feels to me like calling my daughter [name]Ariel[/name]… everyone would always assume I meant ‘as in mermaid’. It is a nice length and the mythological connection is cute (or maybe too cliche?) but the ‘A’ ending throws me off completely. I just think the double R’s in it drag it down and make it way too heavy next to the bright, sweet sound I hear with [name]Luna[/name], almost like the ringing of a bell.

[name]Cleo[/name] gets my vote, though all three are great names 
[name]Cleo[/name] is surprisingly rare, but perfectly in keeping with the style of [name]Luna[/name] (there were just 88 of them born in the UK last year; I don’t have the Aus. stats, but as it’s even more rare in the US I’m going to assume it’s rare still across the English-speaking world). [name]Cleo[/name] is one of those names that should be so much more popular than it is- which is a nice thing in a name!
[name]Phoebe[/name] is a lovely name, but it’s been in the UK top 100 for 20-odd years, the top 50 for 15, and was #24 last year. It’s not quite that popular where I’m from, but I still seem to know an awful lot of Phoebes. That’s not a bad thing in my book, but it’s quite a different level of popularity from [name]Cleo[/name], [name]Luna[/name], and [name]Aurora[/name]. There were over 2000 Phoebes born in the UK last year, compared to 124 Lunas, 111 Auroras, and 88 Cleos, and the latter three were extremely rare (fewer than 40 babies given the name) 15 years ago. I like that the latter three have a similar pattern of use.
[name]Aurora[/name] is just a little bit too well-matched with [name]Luna[/name]- a third daughter would almost have to be [name]Stella[/name] (or perhaps [name]Vesper[/name] or [name]Celestia[/name]- a Latin term relating to the skies, at any rate!). Although it’s attractive, I think that theme would be immediately obvious and just a tiny bit cheesy. My other concern is the pronunciation- [name]Aurora[/name] sounds almost growly in my Canadian accent, decidedly peculiar in the near-[name]Geordie[/name] accent of my youth, quite daintily pretty in the Oxbridge/Southern accents of many of my British family and friends…and the one time I heard an Aussie discussing the aurora australis, it took me about five minutes to figure out what he was saying (he was from [name]Perth[/name]; I assume a [name]Melbourne[/name] accent is different?). It’s a name that can sound really, really different depending on where you are in the English-speaking world- which is fine, but definitely something to consider!
[name]Love[/name] [name]Phoebe[/name], and I think [name]Luna[/name] and [name]Phoebe[/name] were made to be sisters, both short and sweet with a feminine ring to them. [name]Luna[/name] and [name]Aurora[/name] seems too themey, and [name]Cleo[/name] just lacks substance to me.
For me, it’s close between [name]Phoebe[/name] and [name]Cleo[/name]. I went with [name]Cleo[/name] because I love the repeated L sounds in [name]Cleo[/name] and [name]Matilda[/name], and because [name]Luna[/name] is such a beautiful but also FUN name, and I think [name]Cleo[/name] shares those qualities. To me, [name]Phoebe[/name] is beautiful, but not as FUN as [name]Luna[/name] or [name]Cleo[/name]. I find [name]Luna[/name] and [name]Cleo[/name] both so delightful and joyful. I would use those names myself.
I love [name]Cleo[/name] with [name]Luna[/name]. To the theme though, [name]Phoebe[/name] does match since it means “brilliant and shining” … like a star in the sky. Wasn’t [name]Phoebe[/name] also a goddess in Greek mythology relating to the stars?
