I say ‘raff-eye-ell’.
I say it rah-fay-el.
I say, “RAHF-eye-[name]ELLE[/name].”
This is how we pronounce our son’s name, with the emphasis primarily on the third syllable. (rahf-eye-[name]ELLE[/name])
Somewhere between raff-eye-ell and rah-fay-el.

Raf-aye-elle is what I’ve always said. But, I could easily change as I don’t actually know anyone by that name 
I think that most of us pronounce it “[name]RA[/name] - FIE - [name]ELLE[/name].” I did have an English professor, though, who pronounced it “[name]RAY[/name] - [name]FEE[/name] -[name]ELLE[/name]” with the emphasis on [name]RAY[/name]. Pretty interesting if you want to go in that direction. (We were studying [name]Milton[/name]'s Paradise Lost.)
I’ve got a friend named [name]Raphael[/name] and we pronounce it like “raph-eye-el”
I also say “rahf-eye-elle”. It’s a wonderful name.
I am 54, Irish and I spell my name [name_m]Raphael[/name_m] and pronounce it (according to that pronunciation given to me by my parents and family) - [name_u]Ray[/name_u]-fyull - or [name_u]Ray[/name_u]-fee-el. It is fair to say that, the majority seem to prefer the more latin Raf-eye-el. I understand that my pronunciation is an Anglicisation of the name. I’ve only just discovered this thread and thought it appropriate to share my knowledge and experience :).
I pronounce it raf-ay-[name_f]EL[/name_f], which in my accent sounds very much like raf-eye-[name_f]EL[/name_f].
I pronounce it rahf-fay-[name_f]ELLE[/name_f]. (Also, I pronounce [name_u]Rafe[/name_u] rahf-fay)
