I think it’s lovely. It is quite “frilly” to me (the combination of sweet, dainty floral first and -belle middle is what does it for me), but that’s not a value judgement. Two beautiful names in a very fresh, feminine combo.
To me, a “frilly” name consists of lots of syllables, extremely feminine or girly names, and conjures an image of a girl wearing a poofy pink dress.
[name_f]Primrose[/name_f] [name_f]Arabelle[/name_f] is “frilly”, and even though normally I dislike extremely frilly names, I quite like this one. Personally, I think [name_f]Primrose[/name_f] [name_f]Arabella[/name_f] flows a bit better.
[name_f]Primrose[/name_f] isn’t girly for me, but [name_f]Arabelle[/name_f] is.

[name_f]Primrose[/name_f] [name_f]Arabella[/name_f] is fine to me. [name_f]Arabelle[/name_f] does not look or sound good to me. [name_m]How[/name_m] about [name_f]Primrose[/name_f] [name_f]Arianell[/name_f]?
[name_f]Primrose[/name_f] [name_f]Arabelle[/name_f] is really quite lovely.
I usually think of frilly as lots of 'l’s, vowels, syllables eg [name_f]Arabella[/name_f] as a first name, [name_f]Liliana[/name_f], [name_f]Ariella[/name_f], [name_f]Aurelia[/name_f] etc. I’m not a fan of those generally, though I do like [name_f]Olivia[/name_f]. The rose of [name_f]Primrose[/name_f] and the belle of [name_f]Arabelle[/name_f], along with the fact that they’re relatively rarely used and a kind of ‘high [name_f]Victoriana[/name_f]’ do make this a quite feminine vintage style name though, and I can see why flowery feminine names could be describe as frilly. If so, not a negative in this case.
