I am having a hard time finding my User Control Panel. The FAQ said it was at the top of the Message Board Pages, but I don’t see it there.
I haven’t been able to find it either. I’m not sure where the User Control Panel is located, although I feel like I’ve looked everywhere! 
If you’re looking for where you can edit your details, it’s as adelina_sophia said above: Go into the forums, then you should see the “settings” button on the top right hand side of your screen. You can then edit your profile, signature, etc. I hope this helps! Otherwise comment here again or send me a PM
