I think it’s totally fine to have two -er names. I think [name_u]Juniper[/name_u] goes well with [name_u]Sawyer[/name_u]. I also like [name_f]Willow[/name_f].
I like [name_f]Penelope[/name_f]! In my opinion, I think [name_u]Sawyer[/name_u] and [name_f]Penelope[/name_f] are really similar in femininity, both are adorable on baby girls but would really suit spunky characters too.
The first name I thought of to go with [name_u]Sawyer[/name_u] was [name_u]Harper[/name_u]. I think they fit together perfectly. Maybe [name_u]Harper[/name_u] [name_f]Jane[/name_f]?

I think [name_f]Essie[/name_f] and [name_u]Nelly[/name_u] is so sweet together and sure, [name_f]Penelope[/name_f] is a little more feminine than [name_u]Sawyer[/name_u], but it’s a lovely contrast while still working great together as sisters. You could also nickname her PJ.

If this hasn’t been suggested yet, you could go with [name_u]Juniper[/name_u] [name_f]Jane[/name_f] nn JJ ! I think the formal first is complementary with [name_u]Sawyer[/name_u] [name_f]Elisabeth[/name_f] (a neutral first & feminine second) and the nickname potential makes it extra spunky. [name_f]Penelope[/name_f] is my favorite of your top three, however, with your last name. I think it sounds darling and not too feminine with [name_u]Sawyer[/name_u] - [name_u]Penny[/name_u] dresses it down a bit and makes it more approachable, as well.
