I think [name_f]Dahlia[/name_f] [name_f]Mae[/name_f] might be my favorite, but I also like [name_f]Zelda[/name_f], [name_f]Adeline[/name_f] [name_f]Rose[/name_f], and [name_f]Willow[/name_f] [name_f]Grace[/name_f]. I think [name_f]Nell[/name_f] and maybe even [name_f]Lola[/name_f] could be nicknames for [name_f]Penelope[/name_f], which is also a great name.
[name_f]Dahlia[/name_f] [name_f]Mae[/name_f] is amazing! Also like [name_f]Zelda[/name_f] and [name_f]Willow[/name_f]. [name_f]Adeline[/name_f] is lovely, but in my area there are a ton of Adelines and Adalynns.

[name_f]Penelope[/name_f] is really popular right now if you’re worried about that, despite what you’re naming her for people will think of the video game when it comes to [name_f]Zelda[/name_f] (if you don’t mind that, I love this name), and [name_f]Pandora[/name_f] might have a lovely meaning but also has a very unfortunate namesake.
Honestly I like all your choices but [name_f]Dahlia[/name_f] [name_f]Mae[/name_f] (or even [name_f]Dahlia[/name_f] [name_u]Love[/name_u]) stands out for me.

Not sure if you’d consider two middles, but you’re considering [name_u]Love[/name_u] as a middle for [name_f]Penelope[/name_f], so I thought you might like it. Either way, I really like [name_f]Dahlia[/name_f].
[name_f]Zelda[/name_f] - Not my favorite here, but fine.
[name_f]Pandora[/name_f] - I love the name [name_f]Pandora[/name_f], but I think it will forever be a guilty pleasure. [name_f]Pandora[/name_f] let everything bad out of the box- death, greed, poverty, war- and she’s definitely no hero. She was specifically told not to open it, and while she isn’t a malicious character, she really isn’t an admirable one either. Plus, the phrase “open [name_f]Pandora[/name_f]'s Box” is still used to mean start trouble, so it’s got that negative association, and I can’t imagine the teenage teasing a [name_f]Pandora[/name_f] would endure with the slang meaning of “box.” I rarely think people should ditch a name entirely, especially a name that I like, but in this case, I don’t think [name_f]Pandora[/name_f] is a great idea.
[name_f]Reverie[/name_f]- I also love the meaning of [name_f]Reverie[/name_f]! It’s lovely and unusual, but not strange. A great combination!
[name_f]Saffron[/name_f] - This is quite different sound-wise from your other choices. I like it, but it’s not my favorite here.
[name_f]Willow[/name_f] [name_f]Grace[/name_f]- I love [name_f]Willow[/name_f]! I have very fond memories of playing in willow trees as a child and it’s a great new nature name.

You say you like -ine names but you’ve only listed a few, are you not interested in others or just nor familiar with them? There are a lot of -ine options out there like [name_f]Emmeline[/name_f], [name_f]Coraline[/name_f], [name_f]Josephine[/name_f], [name_f]Ernestine[/name_f], [name_f]Pomeline[/name_f], [name_f]Apolline[/name_f], [name_f]Aveline[/name_f], [name_f]Clementine[/name_f], [name_f]Evangeline[/name_f], [name_f]Magdalene[/name_f], [name_f]Marceline[/name_f], [name_f]Melusine[/name_f], [name_f]Ottoline[/name_f], [name_f]Francine[/name_f] etc

Sorry but I dislike [name_f]Adeline[/name_f]. It’s overused as is every other “[name_m]Ad[/name_m]” name. I never want to meet another [name_f]Addie[/name_f].
[name_u]Love[/name_u] [name_f]Dahlia[/name_f], love [name_f]Zelda[/name_f]. Though with that one you’ll have to be okay with people asking you if she’s named after the video game. I eliminated it from my own list because I knew constantly hearing that would drive me insane (I hate video games).
[name_f]Pandora[/name_f] all I think of is [name_f]Pandora[/name_f]'s Box from Greek mythology. Not the jewelry store. And [name_f]Pandora[/name_f]'s Boxxx, which is an adult store chain that I’m not sure how far it stretches but if you use that name I’d first make sure you’re nowhere near that chain.
