You could go a couple different ways with it (literary, glamorous, vintage, short and sweet, etc). I think all of these would be great sisters for [name]Stella[/name]:

I think [name]Stella[/name] is such as cute name! There are definitely different directions you could go after [name]Stella[/name], but my first inclination is to suggest other names that scream “cute” to me. I would also tend to go for shorter names, but its not necessary. Is popularity a factor?

You have some great suggestions here. I especially like [name]Ruby[/name] and [name]Gemma[/name]. To me, these three all have pretty word associations, are a little old-fashioned ([name]Gemma[/name] more modern, but somehow a little old-fashioned maybe for sounding like [name]Jenna[/name] and [name]Emma[/name]), and sort of spunky. Which one is better probably depends on your feelings about matching endings. I’m OK with it, but I know plenty of people prefer to avoid it. I can also see [name]Rosa[/name] fitting in with [name]Ruby[/name] and [name]Gemma[/name] and [name]Stella[/name].
On another thread I really liked [name]Felix[/name] and [name]Leo[/name] for boys names with [name]Stella[/name] and I think there was some agreement (a Latin word connection), so I don’t know if [name]Felicia[/name]/[name]Felice[/name] and [name]Leona[/name]/[name]Leonie[/name] could work? Probably not as well as the boys’ names, but I think acceptably well.
Another Latin word name that fits with [name]Stella[/name] to me is [name]Lucy[/name]/[name]Lucia[/name]. [name]Star[/name] and [name]Light[/name] by Latin meaning. [name]Stella[/name] and [name]Aurora[/name] are less matched by style but do have a similar connection, and [name]Stella[/name] and [name]Rory[/name] is really cute, though not matched by gender clarity. Speaking of clarity, [name]Clara[/name]? And then there’s truth, [name]Vera[/name] (with the meaning “faith” in Russian additionally).

I love [name]Stella[/name] and [name]Nina[/name] - both are feminine, but strong, no-nonsense names to me.
[name]Stella[/name] and [name]Ruby[/name] would be a runner up for me. 
[name]Stella[/name] is such a 20s era flapper name to me. One of my favorites, for sure! Some matches I like:
[name]Evelyn[/name], [name]Annette[/name] - they have the same Southern belle feel. However, they both sound a bit more serious and sophisticated than [name]Stella[/name]… I think [name]Stella[/name] would make a better younger sister than older sister to either of those names.
[name]Charlotte[/name] - girly, pretty, and playful just like [name]Stella[/name]. The downside is, it’s becoming very popular.
[name]Lilly[/name], [name]Gisselle[/name], [name]Ellen[/name] - have similar sounds, which I like, but I know a lot of people aren’t into that kind of thing. I actually really like [name]Stella[/name] and [name]Lilly[/name] as a pair.
[name]Sydney[/name], [name]Selene[/name] - alliterative, which again, is a matter of taste.
