Help me name my super bad tyrant / dictator!

Hey, I need help with a name for my super-villain.
I’ll do my best to describe him.

This villain make [name]Al[/name] Capone look childish. His character is a mix between Stalin, Hitler & President [name]Snow[/name] from the Hunger games.

He’s roughly 65-70 years old, has gray hair or is bald and is a bit pudgy, but not fat. He’s 5’6’’ has a longish face and small hands.

I imagined his name to be Russian, [name]German[/name], Italian, [name]Roman[/name] or Norwegian. If you think something else fits better that’s fine.

He came to power by saving my futuristic city from it’s enemies and took advantage of the new postion of power.
He now rules as a tyrant and the citizens practically worship him, by forse not choice.

My four main characters names are

Aven
Dixia
[name]Gina[/name]
and [name]Dylan[/name]

So It would preferable for the villains name to NOT start with a D, G or A.

Lol, he sounds like Chairman Mao! Uhm… I’m not very good at bad guys names, I write comedy so my villains are usually multi dimensional and having a powerful name doen’t matter as much.

Just thinking about first names here but I guess you could mix and match! How about…:

Russian: Maxim, Rostislav or Stepan.

Italian: Basilio, Caseareo or Rodolfo.

German: Leopold, Emmerich or Wolfram.

Norwegian: Sigurd, Vegard or Magnus.

I quite like Vegard Caseareo (surname) or Wolfram Magnus (surname) or Rostislav Leopold (surname).

[name]Heinz[/name], Rudoulf, [name]Brighton[/name].

On further consideration as I look at the names I picked again; Wolfram [name]Magnus[/name] sounds like an ace name as it is : D

Somehow I can’t help but think of Jean-Baptiste Emanuel Zorg, Gary Oldman’s evil mastermind character in The Fifth Element. (This proves that even French names work on a villain.)

Anyway, here are some suggestions:

Russian: Oleg, Viktor, Dmitri (D name, but I think it fits), Grigori, Nikolai, Semjon
German: I just can’t get Udo Kier out of my mind for this one, so his name might be an option. Others: Rudolf (that’s the way it is spelled in German), Dieter, Werner, Roland, Lambert, Gregor, Axel, Ernst, Erich, Bernhard, Egon. Just ask if you need more German suggestions.
Italian: Sergio, Achille, Cesare, Vito, Ignazio, Ulrico … Somehow, most Italian names sound too melodic to be villains’ names.
Roman: I guess you mean Latin? If so: Decimus, Titus … can’t think of more right now.
Norwegian: Ludvig (if you substitute the v for a w, it’s German), Lars, Vilhelm (see Ludvig), Thorbjørn, Kjell, Kjetil, Ragnar

An easy way to find lots of names from a particular ethnicity is checking out the respective Wikipedia category, e. g. this one for Russians.
For further inspiration, you could also have a look at the names of some James Bond villains, their monikers are usually really wicked and villain-y.

I probably like Ludvig the best out of these. Sounds like the name of someone lots of people initially trust but who later gets really evil and suppressive.

But my tyrant can only have one name and the name I chose is, “[name]Armando[/name] [name]Osbert[/name] [name]Cornelius[/name].”
I know I said I didn’t want the name to start with A, G or D but [name]Armondo[/name] WORKS better than anything else i’ve tried and I tried many things.
[name]Armando[/name] - is Spanish from [name]German[/name] - The name mean “solider” - 2011 popularity is 343 - and shares the name with [name]Armando[/name] Dippet from [name]Harry[/name] [name]Potter[/name].
[name]Osbert[/name] - English - means “divinely brilliant.”- [name]One[/name] day I thought [name]Osbert[/name] was perfect because my BFF’s name is [name]Sydney[/name] and we call her [name]Syd[/name]-bert, my name is [name]Nora[/name] and she calls me [name]Norbert[/name] / ([name]Nor[/name]-[name]Bert[/name]). I guess it doesn’t make any sense, but to me…[name]Osbert[/name] fits and i’m the writer and truthfully I get veto power as well as the last say. As should all writers when it comes to their “babies/characters” names in my opinion.
[name]Cornelius[/name]- Latin - means “Horn.”- I haven’t got much else to say about it other than the fact that I think it’s a awesome last name!
