I don’t like twin names starting with the same sound, but I actually didn’t even realize that [name_f]Frances[/name_f] and [name_f]Phoebe[/name_f] did until someone mentioned it! Mentally I see PH when I hear [name_f]Phoebe[/name_f], and even though I am a native English speaker that throws me enough that I didn’t consider that it is still an F sound. [name_m]Just[/name_m] a thought.
Otherwise I think [name_f]Rose[/name_f], [name_f]Frances[/name_f] and either [name_f]Eva[/name_f] or [name_f]Mabel[/name_f] works, although I am not a huge fan of either. I don’t much like [name_f]Claire[/name_f] or [name_f]Jane[/name_f], although I think they could make nice middle names.
I really think you should stick with [name_f]Frances[/name_f] because it is sweet on it’s own but perfect with [name_f]Rose[/name_f]. The other ideas I had were;
