I think [name_f]Juliet[/name_f]/[name_f]Juliette[/name_f] is my favorite but I love [name_u]Eloise[/name_u] and [name_f]Margot[/name_f] too, in that order.
I think [name_f]Juliette[/name_f] (that spelling, sorry) is my favourite followed by [name_f]Margot[/name_f] but truly all thoses names are a good fit. Can’t go wrong!
In my order of preference: [name_u]Eloise[/name_u], [name_f]Margot[/name_f], [name_f]Theodora[/name_f], [name_f]Eleanor[/name_f], [name_f]Juliet[/name_f]. The top 3 are all very close though. And all 5 names are nice. Good lick.

I like [name_u]Eloise[/name_u] or [name_f]Juliet[/name_f] best with [name_f]Vivienne[/name_f], but as others have said, they are all quite nice so you can’t go wrong here!

[name_f]Every[/name_f] single one of these names would make a great sister to [name_f]Vivienne[/name_f], but my favorite is [name_f]Juliet[/name_f]. I like that they both sound [name_m]French[/name_m], elegant, and feminine and that they each have a great deal of strength.
W/[name_f]Vivienne[/name_f], my favorite of your options is definitely [name_f]Juliet[/name_f], for the reasons mentioned by danakatherine: [name_f]Vivienne[/name_f] & [name_f]Juliet[/name_f] both sound [name_m]French[/name_m], elegant, & feminine w/o being frilly. Of your other options, [name_f]Theodora[/name_f] is my favorite, even though that’s a bit “fancier.” [name_f]Eleanor[/name_f] would be my third choice; it’s a classic-sounding name like [name_f]Vivienne[/name_f], but doesn’t have that Gallic flair. [name_f]Margot[/name_f] & [name_u]Eloise[/name_u] are both too plain [name_f]IMO[/name_f] to go w/[name_f]Vivienne[/name_f], especially when you have the options of [name_f]Juliet[/name_f] & [name_f]Theodora[/name_f]!

All 5 are lovely choices! My personal favorites are [name_f]Eleanor[/name_f], [name_f]Margot[/name_f], and [name_f]Theodora[/name_f], but with since big sister has the [name_m]French[/name_m] spelling of [name_f]Vivienne[/name_f], I think I’d go with [name_u]Eloise[/name_u] or [name_f]Juliette[/name_f].
(I generally prefer [name_f]Juliet[/name_f], [name_f]Annabel[/name_f], [name_f]Isobel[/name_f] - shorter, simpler spellings. But that’s just personal taste, and since big sister is [name_f]Vivienne[/name_f], here I’d use [name_f]Juliette[/name_f]).

I like the spelling [name_f]Juliette[/name_f] as well, with a nickname [name_f]Jette[/name_f] or [name_u]Jet[/name_u].
[name_u]Eloise[/name_u] I have seen nicknames being [name_f]Elle[/name_f] or [name_f]Ellie[/name_f].
I can see your dilemma - every one of those is good and all would work really well as [name_f]Vivienne[/name_f]'s sister. [name_f]Do[/name_f] all sound equally good with the surname? If I could cross off any that way I think it’s the place to start.
My favourites are [name_f]Eleanor[/name_f] and [name_f]Juliet[/name_f] (this spelling), with [name_f]Theodora[/name_f] a close 3rd choice. [name_f]Margot[/name_f], while not so much a personal favourite, is very stylish and perfect next to [name_f]Vivienne[/name_f].
