I say [name_f]Olivia[/name_f] as Oh-livia. [name_f]Alivia[/name_f] as Uh-livia.
I say it kind of halfway between uh-livia and oh-livia, but closer to uh-livia.
If I take my time it’s more of an Oh-livia but when I rush it a bit more it’s somewhere in between that and Uh-livia.
I never know how to explain how I say it! It’s sort of a mix between ah-livia and OL-livia (like the beginning of Oliver as opposed to Elena or Eliza) for me. Like a soft “O” sound, like in “pot” or “poppy” or “cot”.
ETA: Occasionally, I say OH-livia, but generally it’s with the soft “oh” sound.
I’ve always said my name Uh-livia, but it probably depends on accent.
I say it uh-livia. I prefer just [name_f]Liv[/name_f] though.
This. I’ve never heard it pronounced ah-livia before.
I think I use both the OH- and UH- pronunciations interchangeably (if I’m concentrating on names such as on this forum I’ll say OH- yet in everyday life I’ll say UH-).
Due to my rather lazy accent, I say ah-livia. Bearing in mind I don’t pronounce my t’s, strain on my i’s and y’s and drag out my a’s, I wouldn’t listen to my opinion on how it’s pronounced! Lol 
I’ve only ever heard it pronounced with a schwa sound (neutral vowel sound), closest to the ‘Uh-livia’ pronunciation as you’ve written it.
A long ‘Oh’ sound, as in the word ‘over’, would sound very strange. And ‘[name_m]Ah[/name_m]’ as in ‘afternoon’, ditto.

I say [name_f]Olivia[/name_f] as “[name_m]Ah[/name_m]-livia”…this may be due to my Australian accent.
