Yes, accent on the first syllable as others have said. I haven’t heard of it being pronounced the other way.
FIL-ih-puh, I didn’t know there was another way.
To me, it depends on whether you spell it [name_f]Philippa[/name_f] or [name_f]Phillipa[/name_f]. I pronounce [name_f]Philippa[/name_f] FIL-ih-puh and [name_f]Phillipa[/name_f] fil-LIP-uh.

When I say it, [name_f]Philippa[/name_f] doesn’t really have any emphasis 
But I suppose [name_u]PHIL[/name_u]-lip-uh, slightly.
I also say [name_u]Phil[/name_u]-lip-uh there isn’t really any emphasis for me.
Emphasis on the FIL, just as in [name_m]Philip[/name_m]. There’s no other pronunciation, as far as I’m concerned.
[name_f]My[/name_f] pronunciation changes with the spelling, same as shvibziks.
I definitely say and only every heard Phi-LI-pa! PHI-li-pa sounds strange to me.
However with [name_m]Philip[/name_m] I emphasize the first syllable.
