Problems with a plot (kind of a long post)

I am having a bit of a problem with my story and I thought someone here might be able to help me with it. I am writing, writing and then it gets to a part I thought through but when I got to it I was like: Is this actually possible? So to explain what the problem is there is a young mom who has a severe illness and is often hospitalized. She recently moved with her daughter to her hometown, the girl is used to being put in foster homes because of her mom’s frequent hospitalizations. This is her mom’s first hospitalization since they moved. A social worker comes to the hospital where the girl is with her mom, she talks to the girl a bit and the girl shows the social worker a picture she has hidden in her book. It’s a picture of the girl’s mom and her friend. The girl talks about the friend a bit and the social worker who actually is a former classmate of theirs decides to take her to the mom’s friend. When they come there the social worker finds out they’ve never actually met, the girl only knows her because her mom told her about her. I know that kids can stay with family friends when they don’t have a foster license but I was wondering if it is possible in this case when the mom haven’t talked to or seen the friend in years, they actually weren’t on good terms when she left, they actually were dating and just broke up but the mom talked to the girl about her because she really loved her. So if the friend agreed in the end would it be possible for the girl to stay with her?

I am not sure as I’m not familar with foster care, but I think the friend would first have to get their foster licence, as right now she isn’t close with the mom and daughter. Because she doesn’t have a family (or close friend of the family) relationship with them, this will probably not fall under kinship foster care.
The rules are probably different for every country or state as well, so I think it also depends on the location where the story takes place.
