[name_m]Arthur[/name_m] – I am partial to this name seeing as it’s a big family name for me. I do like it though. It is classic and masculine. I saw another person posted on here that [name_u]Ari[/name_u] was a nn she was going to use for [name_m]Arthur[/name_m]. I really like [name_u]Ari[/name_u] as opposed to [name_m]Artie[/name_m].
[name_m]Maximilian[/name_m] – This name is growing on me. I tend to like more formal sounding first names that have an obvious nn option. This is a perfect example of that. It’s not my favorite name out there, but it is definitely a solid name.
[name_m]Hector[/name_m] – Not a fan of this.
[name_m]Theodore[/name_m] – I love [name_m]Theodore[/name_m], for the same reasons as [name_m]Maximilian[/name_m]. [name_u]Teddy[/name_u] is just the cutest nickname for a little boy too.
[name_m]William[/name_m] – I wouldn’t use it because it’s a little too common for my taste. But this name has stood the test of time, so it’s obviously a good choice 
[name_m]Cyril[/name_m] – [name_m]Don[/name_m]'t like.
[name_m]Leopold[/name_m] – This name is ok, but I much prefer [name_m]Leonard[/name_m]. [name_m]Both[/name_m] have the [name_m]Leo[/name_m] nn, but [name_m]Leonard[/name_m] is much less cold than [name_m]Leopold[/name_m].
[name_m]Wilfred[/name_m] – No, don’t like.
[name_u]Freddie[/name_u] – I like [name_u]Freddie[/name_u] if you use the full name [name_m]Frederick[/name_m]. I’m not really a fan of nicknames as given names.

ETA I don’t think your list is too short. You’ve got some great choices on there already!
I like your list a lot! I would just get rid of [name_u]Freddie[/name_u] because you already have [name_m]Wilfred[/name_m] for which [name_u]Freddie[/name_u] could be a nickname. The rest of your names are all more formal than [name_u]Freddie[/name_u].
I love [name_m]Arthur[/name_m], [name_m]Hector[/name_m], [name_m]Cyril[/name_m], [name_m]Leopold[/name_m], and [name_m]Wilfred[/name_m]. And [name_m]Theodore[/name_m] and [name_m]William[/name_m]. So that’s all of them except for [name_m]Maximilian[/name_m]. I love [name_u]Max[/name_u] but this version feels a bit hoighty-toighty to me…
