By meaning? Directly from the name? [name_m]Just[/name_m] the sound? Or something else?

This one’s a toughie. [name_f]Livia[/name_f] means blue. [name_f]Bailou[/name_f] and Bartholemew both contain a “B” and “[name_u]Lou[/name_u]” sound.
[name_u]Skye[/name_u] maybe? As in blue sky?
A b name followed by [name_u]Lou[/name_u] or [name_f]Lucie[/name_f] or [name_f]Louise[/name_f] as middle or as a double name. (Not sure if this was for girls or girls and boys)
Delphiniums are blue flowers so maybe [name_f]Delphine[/name_f]? Also means dolphin i believe so you have the blue sea connection.

I have [name_u]Indigo[/name_u] (b) nn [name_u]Blue[/name_u], which can work for a girl, and I’ve thought about [name_m]Caspian[/name_m] nn [name_u]Blue[/name_u] (from the Sea) too. [name_f]Azura[/name_f] perhaps. Or you could use [name_u]Blue[/name_u] as a cute pet name with any full name.
To me, this is for a boy. I knew an old man that went by [name_u]Blue[/name_u], ever since I was a kid I thought it was a cool name! I never actually knew what his real name was tho. What about something as classic as Benjamin?
The only name I can think of that sounds like [name_u]Blue[/name_u] is Bleuenn which is a [name_m]Breton[/name_m] name apparently meaning “white flower”.
I’d suggest names that have a similar meaning like [name_u]Indigo[/name_u] or [name_f]Azure[/name_f]/[name_f]Azura[/name_f]. Majorelle is another shade of blue I have seen suggested as a name here. Searching for the names of shades of blue might give you more options.
Also [name_f]Mazarine[/name_f], since there is a species of butterfly called the [name_f]Mazarine[/name_f] [name_u]Blue[/name_u].
I’d say anything that starts with a B would work. [name_f]Bonnie[/name_f], [name_f]Bridget[/name_f], etc… [name_f]Belle[/name_f]/[name_f]Bella[/name_f] could work well. The leap from [name_f]Belle[/name_f] to blue its pretty clear ie. [name_f]Bluebell[/name_f]. [name_m]Even[/name_m] if you dont like [name_f]Bluebell[/name_f] as a name it still works to connect the name and the nickname.

You could really use it for anything, if it’s a nickname anything can work but maybe B names would be best like [name_f]Bonnie[/name_f] (isn’t there a character who goes by [name_f]Bonnie[/name_f] [name_u]Blue[/name_u] because of her eyes being blue?), [name_f]Belle[/name_f]/a, [name_u]Blair[/name_u] or [name_f]Bryony[/name_f] or for boy [name_m]Brandon[/name_m] or [name_m]Ben[/name_m]/[name_m]Benjamin[/name_m].
I found this thread very interesting to read, as I love the name [name_u]Blue[/name_u] but probably wouldn’t use it as a first/full name. My favourite suggestion is to use a “blue” name with the nickname [name_u]Blue[/name_u], example [name_f]Sapphire[/name_f]. A few more-

It’s funny that most are assuming [name_u]Blue[/name_u] is for a boy, as my mind went straight to a little girl. I read a book recently where there was a child named [name_f]Lila[/name_f] [name_u]Blue[/name_u] and I thought it was adorable! So really even if you used simply [name_u]Blue[/name_u] as a middle, it could still be used as the main nickname
