With some help from the discourse forums, I found an extension which, when you add it to the platform, then allows you to restrict embedded images in comments or for certain groups/trust levels!
That meant I could then enable users to upload images, without giving them permission to share pictures in the forums, solving the original issue – that is, allowing profile pic changes meant allowing all image uploads.
After a bit more fiddling with settings, I then gave everyone the permissions to change their profile pics (and backgrounds)

I’ve been away for a bit and came back to everyone having a different profile picture! As someone who joined after pictures were banned, I was really looking forward to a fix… thank you so much, Grace!!!
