I’m from the United States and I would say rah-fye-EL or rah-fay-EL.

rah-fah-EL or rah-fye-EL. there is a school in my area where it’s pronounced RAY-fee-uhl though

I’m in canada and english i would prouncounce it “rah-fah-el” but in french the emphasis would be “RA-fa-elle” so pretty similar in both languages!
