On the nicknames, I knew a girl named [name]Ria[/name], and it could work with [name]Victoria[/name]. I thought it was lovely–it’s “laugh” in Spanish. Cool meaning.

I’m named Victoria (middle name is Marie) and I feel it’s too formal, though it looks great on documents and it sounded great for my graduation. As Sam Gamgee said in The Lord of the Rings: The Return of the King “I’ve heard some beautiful names on my travels, but I suppose they’re a bit too grand for daily wear and tear, as you might say”.
I’ve always been called Vicki, but I also answer to Vic and my best friend calls me Vicki-Vic. My brother-in-law calls me Vickster sometimes, which is why I chose that as my user name. In 7th grade Spanish class I used the spelling Viki (pronounced as “Vee-kee” in Spanish) and later accidentally signed a picture for my nephew as Aunt Viki (I don’t mind that little screw up too much since it’s the spelling I used in Spanish).
I like lilybug1’s suggestion of Vixie. Makes me think of Vixie the female fox from The Fox and the Hound, which is one of my favorite older Disney movies and foxes are my favorite animals. Yes, it does make you think of Vixen, but while vixen can mean a woman who could be described as a harpy it’s also a female fox or a sexually attractive woman (I definitely wouldn’t mind if my husband called me a little Vixen). Plus foxes are known for cleverness (even if they’re also known as tricksters). Personally, I don’t like Plum, but that’s just me and I’m not that big of a fan of plums in the first place.
In the long run, it really all depends on what nickname your kid chooses for herself. We tried Izzy and Belle with my niece and she ended up being Bella. We once tried Tori for myself and I simply couldn’t answer to it or make myself like it (yet I answer to Pocahontas when Dad calls me that and I know it means “little mischief”).
Good luck avoiding nicknames. If the first or middle name can’t be turned into one a last name will. Dwight D. Eisenhower’s mother named him Dwight David to avoid all nicknames and ended up with Ike. My cousin ended up being called Sco because his last name is Scofield (he’s named after my uncle, who already took the nickname Stan, and nobody wanted to call him Junior). There isn’t really a way to shorten Paul or Jordan, but we ended up calling my niece and nephew Paulie and Jordie.
The name Victoria Scarlett Carlson is a bit strong and Scarlett will immediately have people thinking of Scarlett O’Hara (her first name, Katie, just doesn’t suit her). Might want to think of a gentler middle name.

I think [name]Vivi[/name] would work. I wouldn’t do [name]Viviana[/name] though…then it just sounds like a different name. You could also probably use [name]Tay[/name]. Or Riri.
[name]Etta[/name] could work for [name]Scarlett[/name]. You could also use Scar as well.
Though, just because you dont like [name]Vicki[/name] or tori, it doesn’t mean that your kid won’t get called that. A friend could start calling them that…or they themselves might ask to be called that instead. So if you absolutely loathe those nicknames, then maybe those names aren’t right for you.
I love the history and femininity of [name]Victoria[/name] and considered using it myself but felt the same way you do about [name]Vicki[/name] and [name]Tory[/name]. I ran across [name]Rory[/name] as a nickname for [name]Victoria[/name] and thought it was adorable! A great way to take a classic to fun and spunky. Good luck!
